UPI Capital-Market MDR: Why the 0.02% Tier Is Different

A merchant-rate headline about shopping cannot simply be pasted onto an investment payment. The Finance Ministry announcement specifies a separate 0.02% capital-market MDR, capped at ₹300, covering payments towards mutual funds, securities, stockbrokers and dealers.

The framework is scheduled from 15/10/2026. At our research check on 19/09/2026, that remained a future start. The estimate concerns merchant MDR, not a new charge the customer should add to an investment payment.

Keep the percentage and cap together

Assume these hypothetical one-time bank-account UPI payments are correctly classified in the capital-market tier and are otherwise permitted. They illustrate processing arithmetic, not investment recommendations or actual provider deductions.

The last row is useful because the general retail setting would reach its ₹300 cap at that amount. The capital-market calculation is still ₹20. Sharing a maximum fee does not mean two categories reach it at the same payment value.

For an eligible one-time payment above ₹2,000, use the smaller of amount × 0.0002 and ₹300, after confirming that this tier applies. Payments up to ₹2,000 remain in the zero-MDR band. Do not import the general retail tier's ₹75,000 boundary into the capital-market calculation. A calculator amount also does not confirm that your bank permits a transaction of that size.

The payment instruction matters

Suppose someone contributes the same hypothetical ₹10,000 each month. One person manually initiates each payment; another has set up a recurring UPI mandate. Matching amounts and purposes do not make the payment instructions identical.

NPCI FAQ question 22 says recurring mandates and AutoPay carry no prescribed MDR. Check which instruction is actually being used before applying the one-time examples. Questions 37–38 explain the capital-market category.

Separate three records

Keep the investment order, the bank payment reference and any provider charge statement as separate records. If an amount looks different, identify what each record measures before blaming MDR.

A useful enquiry is: “Please identify the payment method and merchant category for this reference, and explain each separately listed charge.” You are asking for an explanation of a particular record, not assuming every difference has the same cause.
