“Above ₹2,000” does not always mean “multiply by 0.4%.” The Finance Ministry release identifies a ₹5 flat merchant MDR for eligible payments above that threshold in specified sectors, including railways, telecom, insurance, fuel and agricultural inputs. NPCI's FAQ, question 41, also specifies public utilities.
The announced start is 15/10/2026. This guide, checked on 19/09/2026, explains the scheduled merchant fee; it does not add a ₹5 charge to the customer's bill.
Compare three hypothetical payments
Assume each payment below is a one-time bank-account UPI transaction, correctly classified in the relevant concessional category and otherwise eligible. The figures are invented for illustration.

The payments total ₹22,500, while the three MDR estimates total ₹15. Applying the general 0.4% rate to all three would instead produce ₹90. The difference comes from classification, not a discount negotiated by the person paying.
This comparison is only about MDR. Do not read it as a complete price comparison between payment channels or as a claim that every service has no other separately disclosed fee. Keep the bill for the underlying service separate from the merchant's payment-processing record.
The category-check worksheet
Before choosing the essential-services setting, fill these fields:
- Recipient: The legal merchant or organisation receiving the money.
- Purpose: The actual purchase or bill being paid.
- Classification: What the acquiring bank or provider confirms for this merchant.
- Payment setup: One-time bank-account UPI or another arrangement.
- Evidence: The bill, payment reference and provider's category confirmation.
An electrical-goods shop and an electricity utility may both appear in a household's “electricity expenses” folder. That personal budget label does not establish that they receive the same merchant treatment. Equally, calling a purchase necessary for daily life does not make it part of the specified category.
If you cannot confirm classification, leave the calculator result unresolved. Ask the provider for the applicable rate and why it applies; avoid choosing the cheaper setting based on the merchant's name alone.
Two boundaries to keep visible
A recurring mandate should not automatically be treated like the one-time examples above. Also, do not extend the ₹5 amount to every educational payment: FAQ question 42 discusses educational concessions without specifying one exact flat rate. Check the applicable institutional arrangement before quoting a number.
The calculator estimates MDR before any applicable taxes, not the eventual amount or timing of a bank credit. For ordinary retail payments, compare the general-rate guide. For investment-related payments, use the separate capital-market explanation instead of borrowing this sector's flat fee.
