Bank UPI, Wallet UPI and RuPay Credit: The Fee Rules Are Different

The short answer

A UPI app can offer different funding sources. Ordinary bank-account payments, eligible prepaid wallets and linked RuPay credit cards need separate checks; the announced bank-payment MDR cannot simply be applied to all three.

The announced merchant fee is not a deduction from every consumer transfer.

Before asking what a UPI payment costs, look at the account selected on the confirmation screen. A bank balance, a prepaid wallet and a credit card are different sources of money even when the same app presents them.

This matters when reading the September 2026 announcement. Its merchant MDR framework is scheduled from 15/10/2026; the official FAQ, questions 5 and 36, keeps credit-linked UPI under separate credit-product rules. Do not apply the bank-payment calculator to every instrument bearing a UPI label.

Use this small identification exercise before a purchase:

The exercise does not require sharing a screenshot or account number. Read the label privately, then check the recipient and amount. A familiar app logo is not a substitute for those checks.

Eligible wallets can participate in UPI. The RBI's PPI directions, clauses 11.6.3–11.6.4, distinguish full-KYC wallet payments through the issuer's app from supported third-party UPI apps. They do not mean that every wallet works in every app.

Put old wallet headlines in their year

The NPCI clarification dated 29/03/2023 concerned interchange on PPI merchant transactions, while clarifying that customers were not being charged for those UPI payments. It was not a fee imposed on every ordinary bank transfer.

Equally, its description of bank-account merchant payments in 2023 is not proof that merchant rules can never change. Keep the date attached when someone forwards an old screenshot. The 2026 overview separates the new announcement from its October start.

Credit remains a separate decision

For a concrete issuer example, SBI Card's UPI FAQ permits linked-card merchant payments, excludes person-to-person transfers and says the card cannot receive money through UPI. Merchant acceptance also needs checking; an unsuccessful attempt does not establish that the merchant's QR is fraudulent.

If you deliberately choose credit, record the purchase against the card statement and check the applicable repayment date and product terms. Do not assume a UPI interface removes credit obligations or makes every card fee disappear.

At the next checkout, complete one sentence before authorising: “I am paying this recipient this amount using this funding source.” It is a more useful habit than memorising a single fee headline.
