A Shop Asks for an Extra UPI Charge: What Should You Check?

“There is an extra charge because you are paying by UPI” needs an explanation before you authorise the final amount. Ask what the charge is for and where it appears on the bill. You do not need to turn a checkout into an argument to request that information.

As of 19/09/2026, the announced merchant MDR framework is scheduled for 15/10/2026, according to the official FAQ, question 5. It is not an extra fee that customers must already start paying.

The Finance Ministry's announcement says consumers will not bear MDR, prohibits merchants from passing it through and bars UPI-app platform charges for payments.

Ask one clear question

Try this original checkout script:

“Please show me the final bill and explain this additional amount. Is it part of the purchase, or are you adding it because I selected UPI? The new announcement says customers should not bear merchant MDR.”

If the amount is a delivery charge, an added item or a changed quoted price, identify that separate issue. The MDR announcement alone does not resolve every disagreement about what you bought. For an illustrative future purchase, suppose the displayed item total is ₹3,000 and the shop adds ₹12 labelled “UPI MDR”. The useful question is whether the merchant is passing its payment cost to you. Simply matching a percentage does not establish that a customer surcharge is permitted.

Keep the evidence small and useful

Before proceeding, confirm the recipient and final amount in your own app. Keep the itemised bill and any written explanation of the addition. If you decide to pay and dispute it afterwards, retain the transaction reference as well. Do not assume a complaint automatically cancels a successful payment.

Ask the merchant to review the charge, then use genuine payment-app or bank support where appropriate. Explain the disputed amount separately from the purchase total. Avoid publishing staff phone numbers or customer payment details on social media while seeking help.

A refund should not create another loss

Google Pay's safety guidance says receiving money does not require entering a UPI PIN and recommends finding genuine support inside the app. A stranger's “fee refund” link is not a reliable complaints channel.

Close your note with a concrete request: an explanation, a corrected bill, or review of the disputed charge. Record the response and reference number. A clear record helps the next support person understand the problem without making you reconstruct the entire checkout.
