A shared-expenses note should record agreements, not become a way to monitor a roommate's life. Start by deciding what belongs in it: common cleaning supplies, an agreed shared meal, or another purchase everyone has chosen to split.
A personal snack does not become a room expense because it sat on the common shelf. The same principle applies to a bigger purchase made without checking first.
Agree the boundary before the first entry
The NCFE financial education handbook recommends tracking spending. For a shared room, the extra step is agreeing whose spending belongs in the shared record.
Make a short list of items the room normally shares. Decide whether the split is equal, based on use, or agreed purchase by purchase. If one roommate will be away for a long period, talk about consumables before the next restock. Keep any formal accommodation or deposit obligations separate and follow the actual agreement for them.

Use a record everyone can read
This is an original template, usable on paper or in a shared document:

Attach or retain the receipt. Choose a regular time to settle the note, and correct a disputed entry before carrying it into the next total. Avoid putting bank balances, account credentials or unrelated personal transactions into a shared document.
Add a rule for the annoying purchase
Suggested message: “We did not agree to share this item before it was bought. Can we leave it out of the room total this time and decide the rule for future purchases?”
That conversation may feel fussy over one small item, but the rule matters more than the item's size. If someone wants to treat the room, let them say so. If it is a shared purchase, get an answer before paying.
End each settlement by marking the balance as agreed. The note should let everyone stop thinking about the bill afterwards.
