Checked on 2026-08-10 (all times IST). If you are planning a work trip in Chennai and asking what to use now that a bike taxi may not be there, plan as though that leg does not exist. As reported on 3 August 2026, the Tamil Nadu government told the Madurai Bench of the Madras High Court that passenger bike-taxi operation is not permitted while the state considers a policy, and that violations could be penalised. A ride still appearing in an app is not evidence that Tamil Nadu has permitted the service. This page gives you a trip plan that survives either answer.

What the law says
Three layers sit under this, not one. Section 66 of the Motor Vehicles Act generally requires a permit where a vehicle is used as a transport vehicle in a public place, subject to that section's exceptions (section 66). Section 93 separately requires an aggregator to hold a state licence, and provides for the state to follow Central guidelines when granting it (section 93).
The Act also contains a transport-motorcycle route. Sections 73, 74, and 80 provide a contract-carriage application and decision framework, and a 22 January 2024 MoRTH advisory advises States and Union Territories to accept and process motorcycle applications. That does not guarantee a permit or establish how Tamil Nadu currently receives and decides one.
Clause 23 of the Centre's Motor Vehicle Aggregator Guidelines, 2025 then says a state may allow aggregation of non-transport motorcycles for passenger journeys (Motor Vehicle Aggregator Guidelines, 2025, Parivahan PDF), "may allow" leaves the decision with the state, so the guideline does not itself authorise the service here. Tamil Nadu's transport department publishes, in its permit FAQ, that commercial passenger or goods use requires the relevant permit (Tamil Nadu Transport Commissionerate permit FAQ).
What the Tamil Nadu government told the court
On 3 August 2026, Tamil OneIndia reported that the state government informed the Madurai Bench of the Madras High Court that bike taxis are not permitted in Tamil Nadu, that fines would be imposed on those operating in violation, and that a policy decision would follow a committee's work (Tamil OneIndia, 3 August 2026). Maalaimalar reported the same hearing on the same date (Maalaimalar, 3 August 2026). Note who is speaking: that is the state government's submission as described by two Tamil outlets, not a court order and not a finding by the court.
What remains unresolved
- No Tamil Nadu Gazette notification authorising non-transport motorcycle aggregation under clause 23, or a Tamil Nadu-wide aggregator framework for the service, has been identified as of the checked date. The statutory contract-carriage application route is described above.
- We have not read a copy of the 3 August order; the submission rests on contemporaneous news reporting.
- The case number and any future hearing date are not verified here, so neither is published.
- Enforcement is fact-specific: what a rider or vehicle faces depends on the vehicle, the documents, the alleged offence and the actual notice.
- A Chennai discussion thread asking whether Rapido is banned shows people reporting inconsistent experiences. Individual posts evidence public confusion, not the rule.
None of that is resolvable by you at a bus stop, which is why the trip plan should not depend on it.
The six-field commute worksheet
Fill this in once per venue, before you accept. It is not a pay calculation; the net-earnings arithmetic lives in our guide to part-time jobs in Chennai without a bike.
1. The door, not the area. Exact address, nearest landmark, which side of the road. Two sides of a wide road at night can differ by a signal, a subway or a long detour.
2. The outbound chain, with the operator named for each leg. Metropolitan Transport Corporation, Chennai Metro Rail Limited, Southern Railway, a feeder minibus, a share auto, your own feet. If you cannot name the operator, you cannot look up its last service.
3. Your real leaving time. The stated end time plus closing duties, the walk to the stop, and the wait you did not budget for. That sum, not the listing's number, is what everything else is measured against; our last-bus test before accepting an evening shift works through it.
4. The return chain and the last service on each leg, read today. Return is not outbound reversed: different stops, different directions, different last departures.
5. The unpublished leg. The leg whose last departure is published nowhere. That is your risk leg, and it is usually the shortest on the list.
6. The backup you would actually use, priced, and the person you would tell. An unpriced backup is not a plan.
Two rules: read every timing from the operator's own page on the day, and treat a timing that exists only in a forwarded screenshot or a third-party route app as unknown.
Avadi: the rail line and the CTH Road buses
Avadi has no metro station, so the metro timetable answers nothing for you. Your two published legs are the suburban rail service through Avadi, run by Southern Railway, and MTC buses along the Chennai–Tiruvallur High Road corridor, with route, stage and night-service lookups on the official MTC site. On 10 August 2026 that host was still serving an incomplete certificate chain, so some browsers refuse it, a problem on the host, not a reason to trust a third-party bus app.
The failure point in Avadi is rarely the long leg. It is the hop between the station or terminus and the shop, and CTH Road at closing time is where that hop stretches. Measure that walk once in daylight and write it into field three. Velachery: the MRTS leg and a feeder that publishes no hours
Velachery is reached by MRTS and by bus rather than by a metro station of its own. MRTS and suburban services are Southern Railway's, so neither the CMRL nor the MTC page tells you when your last train goes; take that from the railway's enquiry service or the board at your station, and note which day it applies to.
The feeder leg is the interesting one. CMRL's Metro Connect page, last updated 24 November 2024 when we opened it on 10 August 2026, lists minibus route S83 from Arignar Anna Alandur Metro through Adambakkam and Velachery MRTS to Gurunanak College, and route S97 from Guindy Metro to Velachery Vijayanagar bus stand (CMRL Metro Connect feeder service). It publishes the routes; it does not publish operating hours. So for a late finish, the feeder is field five, not field four. The work market itself is in our Velachery part-time jobs guide.
Anna Nagar commute without Rapido: metro plus the unpublished leg
Anna Nagar is the one area here with metro stations of its own: CMRL's pages for Anna Nagar Tower and Anna Nagar East show platforms towards St. Thomas Mount Metro one way and towards Puratchi Thalaivar Dr. M.G. Ramachandran Central Metro the other, which tells you at once whether the metro is a useful leg or a detour. First and last train timings are published as a PDF from the CMRL Time Table page, which showed a last update of 2 July 2026 when we opened it on 10 August 2026. Those figures are departures from terminal stations, not from yours.
The feeder caveat applies here too: the Metro Connect page lists route S70K from Thirumangalam Metro passing Anna Nagar West Depot, and publishes no operating hours for it. The after-hours backup question
Ask these before you accept, not at 21:50 outside the shutters.
- Which leg of my return is the unpublished one?
- If that leg is gone, what is my next option, and what does it cost in rupees?
- Would I still take this shift knowing I might pay that figure?
- Who knows my venue, my finishing time and my route home?
If the answer to three is no, decline or ask for an earlier finish. And if the answer to two is "a bike taxi", write a second answer, because as of the checked date that is not a leg you can plan on in Tamil Nadu.

You check in by scanning the Partner's rotating QR code, with location recorded when your device supplies it, and check out with the Partner's rotating six-digit OTP. Partner and admin overrides exist for when that path breaks, and are recorded separately because they carry different evidence. After you complete the shift and submit your rating, the operations team releases pay manually to your linked UPI ID during the public beta.

What would change this answer?
Each of these would require a separate, dated rewrite of the advice above:
- A Tamil Nadu Gazette notification authorising non-transport motorcycles for passenger journeys, or a Tamil Nadu clarification on transport registration and motorcycle contract-carriage permit processing.
- A Tamil Nadu aggregator policy or rules formally notified and in effect, rather than announced or expected.
- A licensing announcement opening applications for aggregator licences covering motorcycles.
- A court order changing the position the government stated on 3 August 2026.
- A transit change, a revised CMRL timetable, a new or withdrawn feeder route, an MTC schedule revision, or a change to suburban and MRTS services.
- A change in Hustl's focus areas.
